As Sheriff, my key areas of focus will include:
I am deeply committed to restoring and strengthening Clayton County’s trust through real, measurable action. That means forging strong, productive partnerships between law enforcement, legal professionals, and civic leaders — relationships that produce results, not press releases.
I will take a no-nonsense approach to financial stewardship: delivering responsible budgets, instituting regular public audits, and demanding financial transparency at every level. I will advocate for fair, equitable pay so we can retain experienced deputies and attract top talent—because a well-supported workforce is a safer workforce.
I will work hand-in-hand with county commissioners and city leaders to turn plans into policy and funding into outcomes. Together, we will invest in training, equipment, and recruitment strategies that build competence and confidence across the Sheriff’s Office.
I will pursue national accreditation and professional certifications to ensure our policies, tactics, and facilities meet the highest standards. This commitment to excellence will promote safer, more humane jail operations, reduce liability, and demonstrate that we are proactive, professional, and accountable.
We can—and must—drive meaningful change. I am ready to do the hard work. I ask for your support and your vote so we can build a stronger, safer future for every neighborhood in our county.
Yours in service,
Cornell “CJ” Madison
The Sheriff’s Office will take proactive steps to actively seek extra funding through initiatives based on grants at the Federal, State, and local levels. Our particular emphasis will be on tailoring these initiatives to yield concrete advantages for law enforcement agencies.
I will aggressively pursue federal, state, and local grant funding to strengthen the Sheriff’s Office and deliver immediate, measurable public-safety results. We will establish a professional grants program—staffed with a dedicated grants manager and a cross-functional team—to identify, apply for, and manage funds targeted to Clayton County highest priorities.
Grant dollars will be deployed for concrete, outcome-driven initiatives: focused violent-crime task forces, expanded jail diversion and treatment programs to relieve overcrowding, enhanced drug-interdiction operations, modern crime-analysis and communications technology, and increased training and equipment for deputies. I will formalize Memoranda of Understanding and operational agreements with local, state, and federal partners so resources, intelligence, and operations are fully coordinated and effective.
All grant activity will be governed by strict fiscal controls, regular audits, and transparent public reporting so residents see clear results and accountability. This is a focused plan—professional grant management, strategic partnerships, targeted investments, and relentless execution—to make Clayton County safer now and for generations to come.
To the taxpayers of Clayton County —
I hear you. You’re tired of seeing your taxes rise year after year, and so am I. As your Sheriff, I pledge to be a responsible steward of the funds entrusted to our Sheriff’s Office — and I will not come to you asking for tax increases. My commitment is simple and direct: we will protect public safety while working within the budget approved by the Clayton County Commission.
Here’s how I will deliver real results without raising your taxes:
• Fiscal discipline first — I will eliminate waste and prioritize spending so every dollar goes to true public-safety needs.
• Work within the approved budget — I will find efficiencies, reallocate resources, and implement cost-conscious strategies rather than asking taxpayers for more.
• Professional grant management — we will pursue federal, state, and local grants aggressively, but strategically — only those that deliver measurable benefits and do not create long-term recurring costs.
• Transparent oversight — regular public audits, clear quarterly reports, and open budgets so residents can see how money is spent and what outcomes it produces.
• Performance and ROI metrics — every major program will be tied to measurable goals (crime reduction, jail population management, recidivism, response times) so spending is directly linked to results.
• Regional cooperation & shared services — I will strengthen partnerships with neighboring agencies and county departments to share resources, reduce duplication, and save taxpayer dollars.
• Community input & accountability — citizens and community leaders will have regular forums to review priorities and hold leadership accountable.
You deserve a Sheriff who protects your family and respects your pocketbook. I will run an efficient, accountable office that focuses on public safety, not tax increases. If you’re ready for leadership that delivers results and respects your tax burden, I respectfully ask for your vote and your support.
To the residents of Clayton County —
Public safety is our shared responsibility. As part of my Community-Oriented Initiative, I will make confronting violent crime — including gang activity and active-shooter threats — a top priority while empowering residents with the training and tools to protect themselves and each other.
Here’s how we’ll act together:
• Community training for everyone — We will offer practical, hands-on training for residents in first aid/bleeding control, how to respond in active-shooter situations, basic firearms safety, and how to report suspicious or criminal activity safely and effectively. These classes will be free, widely available, and scheduled across neighborhoods so every family can participate.
• “See something, say something” made real — We will promote a clear, simple reporting system and protect those who come forward. Your tips will be taken seriously, handled professionally, and used to prevent crime before it escalates.
• Strengthening youth connections — I will launch a Sheriff’s Explorers Program that builds trust between young people and law enforcement through mentorship, leadership development, and positive, real-world experiences. This program will provide alternatives to gang involvement and open pathways into careers in public service.
• Training for our deputies — Law enforcement will receive expanded, specialized training in active-shooter response, gang identification and intervention, community engagement, and de-escalation — ensuring (County Wide) officers and deputies are prepared, professional, and accountable.
• Community partnerships — We will work closely with schools, neighborhood associations, faith leaders, businesses, nonprofits, and regional law-enforcement partners so our efforts are coordinated, culturally aware, and have maximum impact.
• Measurable outcomes & community input — Programs will be evaluated openly and regularly. We’ll report on participation, response improvements, and crime-reduction metrics — and hold town halls so your voice shapes priorities.
This initiative is about prevention as much as enforcement: preparing residents, protecting youth, and strengthening the bonds between our neighborhoods and those sworn to serve them. I ask for your participation and your trust — together we will make Clayton County safer, stronger, and more united.
